THE Dagupan Sangguniang Panlungsod (SP) is set to pass an ordinance imposing stiffer fines and penalties for those not wearing and improperly wearing face masks outside their residences.

The proposed ordinance of Councilor Dennis Canto, SP chairman on the committee on health, seeks to amend a portion of Ordinance No. 21298-2020 requiring the mandatory wearing of face masks by all persons in Dagupan during the period of the pandemic.

Canto observed that despite the ordinance, many still flagrantly violate it, necessitating its amendment to ensure public health safety.

The proposed ordinance seeks to impose a fine of P1,000 for the first offense, second offense will be P2,000 and P3,000 for third offense. Each penalty will require community service in Tondaligan Park or rivers.

Barangay officials in their respective jurisdictions will be deputized to strictly implement the provisions of the ordinance.

A trust fund shall be established from 30 percent of the fines collected as incentive for the barangay officials who arrested violators in their barangays. (Leonardo Micua)
