‘Womanizing’, apathy main complaints vs. PNP personnel

THE biggest irony of it all. Police stations in the country are required to put up Women and their Children Desks yet the number of cases of violations of Violence Against Women and Children (VAWC) (Republic Act 9262) ranks as the highest among cases filed against police personnel.

This was bared by Attorney Arnold Mina, National Police Commission’s (Napolcom) provincial officer in Pangasinan and a member of the Regional Appellate Board 1 (RAB) to the PUNCH in an exclusive.

According to Mina, the lack of support and ‘womanizing’ is the most common complaint filed against police personnel in the region.

He said filed VAWC violations that reach Napolcom through its hotline are grave and can lead to dismissal, so RAB1 ensures that due process is strictly observed during the investigation.

Napolcom encourages complainants to file written complaints, execute affidavits, citing evidence and affidavits of no-forum shopping.

Meanwhile, some police chiefs in Pangasinan were also summoned by Napolcom to respond to charges of arrogance and rudeness of some personnel assigned at checkpoints in processing frontliners.

“The IATF guidelines state that ‘all should be checked’ so the composite teams at the checkpoints also know if the checkpoint is actually a frontliner or authorized person,” said Mina who experienced the impertinence of the police personnel who accosted him and others who pretended to be employees of the Office of the President and DILG.

Napolcom investigation noted the explanation of the questioned personnel that they were tired and exhausted but Mina reminded them of the guidelines and not to forget that they “are servants of the public and should show good manners,” Mina added. (Nora Dominguez)
