Pangasinan qualifies for 2019 ‘performance bonus’

PANGASINAN added another feather to its cap when it was chosen one of the seven provinces in the country that qualified for the 2019 Local Government Unit (LGU) Performance-Based Bonus (PBB).

This was gleaned from the Notice of Eligibility from the Department of the Interior and Local Government (DILG) and the Development Academy of the Philippines (DAP) dated April 30, 2020 confirming that Pangasinan is one of the seven eligible provinces.

Ilocos Sur is the other Region 1 province in the list. The others are Bataan and Bulacan (Region III), Quezon and Rizal (Region IV-A; and Bukidnon (Region X).

Other LGUs in Pangasinan eligible for the PBB are San Carlos and Alaminos cities; and the towns of Aguilar, Asingan, Balungao, Basista, Bugallon, Calasiao, Infanta, Malasiqui, Mangaldan, Mangatarem, Natividad, Rosales, San Manuel, San Quintin, Sta. Maria, Tayug and Urbiztondo.

The PBB, introduced by the DILG in 2012, is a boon to provincial government workers because it provides a financial incentive to employees based on their performance, which, however, is subject to the availability of funds.

Janet Asis, Human Resource Management and Development Officer of the provincial government, said Pangasinan passed all the four required standards set for LGUs for them to qualify for the PBB: the Seal of Good Local Governance (SGLG), submission of the certificate of compliance for Republic Act 11032 or the Anti-Red Tape Act, have a fully functional and implemented strategic management system required by the Civil Service Commission and satisfied the requirements of the Commission on Audit (COA).

At the same time, the present provincial administration under the stewardship of Governor Amado Espino III has also met both organizational and quality management or service quality requirements. (Leonardo Micua)
