Disgruntled residents vs. SAP urged to file complaints

DILG: People who did not receive SAP fund need to formalize complaints.

Persons qualified to receive the Social Amelioration (SAP) fund but did not receive them should file formal complaints.

This is the advice of Marilyn Laguipo, local government operations officer of Dagupan, who admitted that disgruntled residents are still trooping to her office to complain that they’ve been deprived of SAP fund due them.

In an interview over Bombo Radyo Dagupan on June 11, Laguipo said she could not endorse the complaints to the Department of Interior and Local Governments and Department of Social Welfare unless these are in writing.

She said while DILG has no hand in the distribution of the SAP fund neither in the choice of possible recipients, complaining residents continue to air their complaints at her office.

Complainants who used social media to air their grievances said they believe her office should act on their complaints because ‘barangay affairs’ is under the jurisdiction of DILG, and their barangay chairmen were involved in the anomalous distribution.

By their formal complaints, it’d be easy to determine the nature of their complaints whether valid or not.

Some of the complainants claimed they passed the validation stage of the SAP but ultimately did not receive any.

Others asked why single persons with no families to feed were given while heads of families who lost their livelihood were deprived of the same financial aid.

She said she is presently waiting for the DILG regional office that did a post-validation of the SAP distribution by DSWD.

She said she will submit the report to City Mayor Brian Lim upon receipt of it. (Leonardo Micua)
