Dagupan SP set to pass Bicycle Ordinance

TO encourage Dagupeños to adopt bicycles as a mode of transportation when the city transitions to “new normal”, the Sangguniang Panlungsod is mulling a “Bicycle Ordinance of Dagupan City”.

Proposed by Councilor Jose Netu Tamayo, the measure cites the importance of riding bicycles as a much safer mode of mobility in this time of the pandemic, apart from it being a more environmental-friendly alternative to support social distancing.

The proposed ordinance seeks the creation of bicycle lanes in some if not most of the major roads of Dagupan exclusively for bicycle use, marked as bike routes.

The proposed ordinance specifically encourages use of bike routes by regular, occasional, and students, 10 years and above.

Section 7 provides that bicycle user registration is mandatory for the purpose of orienting the bicycle users of traffic rules and regulations and the penalties in case of violations.

At the same time, it will require bicycle rider to carry an authenticated identification card to be presented if apprehended due to a violation.

It mandates the Public Order and Safety Office (POSO) to prepare a Bicycle Route Development Plan within 60 days after the passage of the ordinance.

All persons caught in violation of the ordinance shall be fined P200 or community service of four hours for the first infraction, a fine of P400 or community service of eight hours for the second infraction; and a fine of P1,000 or community service for 20 hours for the succeeding infractions.
