SP rejects proposed number coding for private vehicles

THE Sangguniang Panlungsod (SP) rejected a proposed ordinance submitted by the city executive seeking to implement a number coding scheme for all private vehicles in Dagupan City

After a lengthy discussion on the issue during a special session called by Mayor Brian Lim on May 7, the SP decided to defer the measure until an in-depth study and consultation shall have been done, according to Councilor Jose Netu Tamayo, SP chairman on laws, ordinances, and judiciary.

But in his post on social media the following day, Councilor Tamayo ultimately said all the members of the SP under Vice Mayor and presiding officer Bryan Kua are unanimous that the number coding scheme is no longer necessary.

He said workers who are classified as Authorized Persons Outside of Residence (APORs) need not be placed under number coding when they go to work in the city on board their own vehicles.

He stressed that the Inter-Agency Task Force on Emerging Infectious Disease (IATF) already allowed APORs to be set free under the General Community Quarantine (GCQ) and therefore their vehicles need not be placed under number coding anymore.

Mayor Lim, in his May 5, 2020 to the SP thru Vice Mayor Kua, asked for “urgent and favorable action the passage of an ordinance regulating the operation of private vehicles within the territorial jurisdiction of the City of Dagupan during the period of community quarantine by imposing a number coding scheme.”

He said considering the number of vehicles trooping to the city’s central business district, the new normal necessitates the need to regulate the operation of private vehicles along major thoroughfares of Dagupan through a number coding scheme from Monday to Saturday during the period of community quarantine to prevent “human transmission.”

Under the proposed number coding, vehicles with license plate or conduction sticker ending 1,2,3,4, and 5 are prohibited to pass and traverse the major thoroughfares of Dagupan on Monday, Wednesday, and Friday; plates ending in 6,7,8.9 and 0 shall not be allowed to pass on Tuesday, Thursday and Saturday.

The fines will be P1,000 for the first offense; P3,000 for the second offense; and third and succeeding offenses, P5,000.

Netizens, however, rejected the proposed ordinance. One Luige Soriano posted:” No to number coding”.

Another netizen, Rolly Sta. Maria Jimenez Jr. reacted: “Wow! taba ng utak ng nakaisip nyan! Sa Manila once a week lang coding, sa dagupan 3x/week? “

Westly Rivera Rosario, National Integrated Fisheries Technology Development Center director also reacted: “Ipatupad lang ang batas related sa illegal parking, mga tricycles sa highway, mga colorum jeepneys at tricycles. Huwag ng mag-isip ng panibagong BAWAL“.
