THE San Carlos City government here has decided to allow authorized persons outside residence (APOR) to use private tricycles to commute to their assigned areas and for residents to access essential services.

In a Facebook live message on Monday, Mayor Julier Resuello said residents can use their private tricycles but must follow guidelines to control the spread of Covid-19, particularly one passenger only and no backrider on motorcycle, and the tricycle cannot pickup a passenger.

The APOR includes government workers, medical frontliners, and other employees of essential services.

Resuello said the tricycle driver will be issued a citation ticket if he takes a passenger who is not APOR.

He explained that he could not give the approval earlier because he needed to study the guidelines of the general community quarantine (GCQ) citing how the city adopted the ban on private tricycles based on the directives of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID).

Meanwhile, under the GCQ, a quarantine pass will still be required of those going to the market and accessing other essential services, while each barangay maintains market schedules three times a week. (Jerick Pasiliao)
