Dagupan SP reverts P247 million for COVID-19

IN its special session on April 29, the Dagupan City Sangguniang Panlungsod (SP) passed Ordinance No.0-749 that reverted P247 million from various accounts in the annual budget to finance expenses to fight against COVID-19 in the city.

The move was in response to Mayor Brian Lim’s April 28, 2020 letter request for the approval of the Proposed Supplemental Annual Investment Plan (SAIP) No. 2 and the Proposed Supplemental (PSB) No. 02, both of year 2020, that were certified as urgent.

The recommendation was drafted by the executive committee in lieu of the Local Development Council that could not convene due to ongoing Enhanced Community Quarantine, on April 24 Resolution No. 3, s. of 2020 entitled a “Proposed SAIP No. 2 totaling P106.5 million and Resolution No. 4 s. 2020 in the amount of P102.9 million; to be drawn from unappropriated balance of Supplemental Budget No. 1-2020, P60.3 million, and reversion/realignment of various implemented programs and projects funded by the 20% development fund, P20 million.

The approved ordinance will cover the costs of procurement of Personal Protective Equipment, P4 million; disinfection equipment, P2 million; food assistance and other relief goods for affected households, P37 million; procurement of equipment, reagents and kits for COVID-19 testing, P2 million; accommodation expenses of medical personnel and other LGU personnel directly involved in the implementation of  COVID-19 PPAs and expenses, P600,000; procurement of disinfectants, P1.5 million; food expenses of medical personnel and other LGU personnel, additional hazard pay to government personnel (regular) who work during the implementation of the Enhanced Community Quarantine, P5.9 million; additional hazard pay for job order employees, P6.89 million; grant of special risk allowance for frontline public health workers during the ECQ, P418,842;

Special Risk Allowance to frontline public health workers during the ECQ (job order employees), additional outlay for security services, P4.5 million; P4.5 million; cost for the construction of Diagnostic Center building for CT-Scan at City Health Office, P5.5 million; cost for the Philippine Red Cross SARS-COV-2 Laboratory Testing, P7.5 million.

Also funded are non-COVID-19 programs: Comprehensive Topographic Survey at Central Business District, P2 million; itemized expenses using the Maintenance and Other Operating Expenses (MOEE) of the Sangguniang Panlungsod and additional subsidy to barangays under Subsidy to Local Government Units, P8.4 million.
