City forms team to investigate complaints

IRREGULARITIES IN SAP IMPLEMENTATION

TO address the complaints about the implementation of the Social Amelioration Program (SAP) in the city, the San Carlos City government formed a grievance committee last week specifically to receive and investigate the complaints.

City Mayor Julier Resuello said the city hall will continue to receive complaints this week to respond to the grievances of some residents who may have been excluded as a beneficiary of SAP or have known of barangay officials who discriminated against them.

Resuello said he decided to form the committee after complaints were being aired through social media citing village chiefs who allegedly were not fair in assessing qualified beneficiaries.

“We encourage everyone with complaints to put it in formal writing so we can act on these officially,” he said.

Resuello said village officials should be responsible and honest enough because there are many people who are most in need and are qualified to receive the cash aid.

He warned the barangay officials, “If we find out that you didn’t follow the guidelines, we would take legal actions against you,” adding that unqualified residents will be asked to return the money.

The mayor said complaints will also be validated by the cross-matching and revalidation of the list of the beneficiaries by DSWD Ilocos regional office.

Meanwhile, Resuello assured that disbursement for the second tranche of SAP will be more orderly. (Jerick Pasiliao)
