SP to probe piling of uncollected garbage in city

THE Dagupan Sangguniang Panlungsod (SP) is set to make a legislative inquiry on continued piling up of uncollected solid wastes in many parts that already threatened health security of city residents.

According to Councilor Dennis Canto, chairman on Health committee, residents have started to complain about uncollected garbage for weeks that have since been piling up on the streets.

Invited by Canto in that legislative inquiry is the head of the Waste Management Division (WMD), barangay chairmen, stakeholders, the city health office and members of the academe.

Canto warned of dire health consequences if the city government will not act soon to collect the garbage, particularly during the rainy season.

He said the SP wants to find out from WMD what it is doing about the worsening garbage situation and what the city council can do to help.

The SP earlier passed a resolution asking Mayor Brian Lim to implement the Waste-to-Worth project which the past administration signed with the Sure Global Philippines Ltd. for effective management of the solid wastes.

But according to WMD chief Bernard Cabison, the W2W project is still under review by the present city administration although Mayor Lim already indicated that he is not inclined to continue the project.

The Department of Environment and Natural Resources (DENR) issued a cease and desist order (CDO) last December to the city government on the operation of the city’s dump site which the city government initially denied that a CDO was issued.

The Provincial Environment and Natural Resources Office (PENRO) agreed to a temporary compromise with the city government that it will allow only the use of the closed dumpsite for collected residual wastes.

Cabison said it is for this reason that the WMD has been strictly implementing the “no segregation, no collection” policy among households and establishments.

He said the failure of many households to comply with the order is the reason for the non-collection of the garbage in many parts of the city.

A resident of Bonuan Gueset said Wednesday that piles of uncollected garbage are not confined in their village but also in 30 other barangays of Dagupan.

Cabison also cited the failure of barangays like Tapuac to establish and operate a material recovery facility as required by Republic Act No. 9003 or the Solid Waste Management and Ecological Act. (Leonardo Micua)
