Capitol, DA to co-manage rice processing complex

THE Rice Processing Complex in Sta. Barbara town will soon be turned over to the provincial government after Gov. Amado I. Espino III signed the memorandum of agreement with the Department of Agriculture (DA).

RPC was initially managed and operated by the National Agribusiness Corporation and was shut down in 2014 after being dragged in the multi-billion-peso pork barrel fund scam.

Moya said RPC’s facilities today are dilapidated because of the failure of NABCOR to operate the facility.

Under the MOA authorized by the Sangguniang Panlalawigan, RPC will be jointly owned by the DA and the provincial government to ensure its sustainability for the farmer’s use that will allow the latter to lower post-harvest losses, enhance the quality of milled rice and improve the distribution system.

“DA will remain as the co-owner of the facility and one of the provisions is that, we are going to request financial assistance from the national government for its rehabilitation,” Provincial Agriculturist Dalisay Moya said.
