SP asks Lim: Pursue the W2W project

WHILE Dagupan City Mayor Brian Lim is taking his time to decide how to deal with the joint venture agreement signed with Sure Global Philippines, Inc (W2W PTE. Ltd), the Sangguniang Panlungsod passed a resolution during its first session in 2020 urging the city government to proceed with the implementation of the establishment and operation of the waste to energy facility.

Resolution No. 5862, proposed by Councilor Teresa Coquia, was supported by all councilors present. (Councilor Michael Fernandez was absent on official business).

The resolution specifically called on Mayor Lim to implement the joint venture agreement signed by his predecessor, Belen Fernandez, with Sure Global Chief Operating Officer Julia Courts Boughton, which was endorsed in an ordinance by the past SP when Lim was then the vice mayor and presiding officer.

The SP expressed confidence that the implementation of the project will finally address the city’s 50-year old persistent and worsening waste problem due to low solid waste collection efficiency and poor waste disposal, which contributes to environmental and health risks highlighted by groundwater and surface pollution and water borne diseases. 

Noting that the garbage problem in Dagupan City has exacerbated after the long Christmas holidays, Coquia said the Waste to Worth project proposed for Dagupan by Sure Global be implemented posthaste.

She noted that Environment and Natural Resources Secretary Roy Cimatu is already encouraging local government units to adopt the technology converting waste to energy in disposing increasing volume of wastes.

Noting a change of leadership in Dagupan, Boughton was in Dagupan City on November 12 to seek a written guarantee of support from Mayor Lim.

In her talk before the SP, Boughton declared the full readiness of her company to begin the construction of Phase 1 of the project—the installation of the plastic to fuel unit, reiterating that the project will be implemented at no cost to the city.

However, Boughton failed to get the written commitment and was merely assured by Lim that he will review the agreement and commitments made citing several reasons including his personal belief that the project is bound to fail. 

Earlier, Teddy Villamil, a consultant of Mayor Lim, was quoted by Councilor Jose Netu Tamayo as having expressed doubts if the reserved site for the project in Bonuan Binloc could win social acceptability being close to La Playa Subdivision and the Regional Drug Treatment and Rehabilitation Center of the Department of Health.
