THE proposal to the revival and revitalization of the Northern Luzon Area Quadrangle (NLAQ) to further boost progress in the area was already submitted

to the Office of the President, concerned cabinet secretaries, national and local leaders.

Presidential Adviser for Northern Luzon Raul Lambino Secretary Raul Lambino who is also the administrator of the Cagayan Economic Zone Authority, told local newsmen that proposal includes renaming of NLAQ as Northern Luzon Growth Area Development Commission.

He said the proposal already received favorable endorsements from the Departments of Tourism, Trade and Industry and Transportation and Communication.

Lambino said the primary objective of new this body will be like the Mindanao Development Authority. “It will serve as a coordinating agency or body of all the development efforts of the government to expedite the delivery of services to the people and to make much easier the implementation of the programs of the national government as well as the different local government units.

“There will be cohesiveness, there will be close interaction between the national government agencies and the local government units,” he said.

The North Luzon Growth Area Development Commission will have its own Project Management Office to be composed of the different agencies of the national government as well as the local government units.

Unlike the Regional Development Councils that do not include the members of Congress, the proposed commission will include the members of Congress “to discuss regularly what are the plans of action for the whole of Northern Luzon”.

He said landlocked provinces and don’t have airports should be helped to hasten the connectivity of these provinces with the other provinces Regions, 1, 2 and 3.

He is optimistic it will be realized under the Duterte administration since it will require is an executive order. (PhilStar Wire Service/ECV)
