Ret. General Chan, former Pangasinan PD, shot dead

PNP STILL CLUELESS ON ATTACKERS

THE former provincial director of the Pangasinan Police Provincial Office was ambushed and shot in Calasiao town in the early afternoon of Thursday, and later declared dead on arrival at the Villaflor Memorial Hospital where attempts to revive him failed.

At a press conference, P/Col. Redrico Maranan, police provincial director, said retired Police Gen. Marlou Chan, along with his driver, were cruising near the San Miguel-Nalsian intersection along the old De Venecia road on board a Ford Ranger, when he was waylaid by still unidentified suspects.

“The four suspects were riding in tandem on Nmax motorcycle and Mio scooter who shot him several times”, Maranan said Thursday night.

The authorities recovered five empty shells of cal. 45 pistols at the crime scene. The vehicle, however, had seven bullet holes.

The CCTV footage showed that after shooting Chan, the suspects made a U-turn and fled towards Barangay Lucao in Dagupan City.

Chan’s driver, whom Maranan did not identify for security reasons, still managed to drive away and rush him to the Villaflor hospital where was declared dead while undergoing treatment.

He had 12 gunshot wounds in his body, two hit him in the neck, which were fatal.

Meanwhile, the authorities immediately formed the Special Investigation Task Group Chan Thursday evening composed of elements of the Regional Investigation Division, Pangasinan PNP and Criminal Investigation and Detection Group Pangasinan.

Maranan said that according to the statement of Chan’s driver, they traveled from Taguig in order to speak with someone he could not name.

He said CCTV footages recovered showed that Chan was obviously already under surveillance before he arrived in the area because the suspects were already seen going around the area before the crime happened.

“Everyone he has spoken with some time before the crime happened will be considered as persons of interest”, Maranan added. The police are still determining if Chan received death threats prior to the crime.

Chan, a native of Barangay Alac, San Quintin, served as Pangasinan police provincial chief in 2012- 2013. He retired last March 2019.

It may be recalled that Chan faced several challenges during his stint here, from being accused of political bias, manifesto of mayors wanting him out, a temporary restraining order filed in court questioning the manner by which he was designated here and the provincial board’s declaration to him as persona non grata.

But Chan felt vindicated when the Pangasinan Police Provincial Office under his stewardship was cited for its achievements against loose firearms, criminality, number of warrants of arrests issued, among others in relation to the May 2013 election period.  (Ahikam Pasion/ECV)
