POSO recommends single instead of split franchises

TRICYCLE OPERATIONS IN DAGUPAN

IF the Public Order and Safety Office (POSO) Dagupan City can have its way, there will only be one franchise for tricycle operators, not two as introduced in 2018.

Robert Christopher Erfe-Mejia, POSO Dagupan chief, is set to recommend the removal of the “night franchise” for tricycles in this city and the single franchise should already cover 24-hour operations.

The ‘night franchise’ presently allows tricycles to operate from six in the evening up to six in the morning.

“We want fairness to all. We would also like these night franchise vehicles to be able to ride in the day so that they would also profit more”, said Erfe-Mejia.

However, Erfe-Mejia recommends that the single franchise should cost P3,250, (adding the P450 to the ‘day franchise rate of P2,800).

To prevent congestion in the streets by expected increase in number of tricycles during the day, he is proposing a “double-coding” scheme.

“Tricycle drivers in the city would take two days-off, in order to regulate their numbers, if we were to shift the night franchise by day”, said Erfe-Mejia.

He said public hearings by the city council on POSO’s recommendations will be held.
