Lingayen bans tricycles on highways

IN compliance with the long-standing rule issued by the Department of Interior and Local Government, Lingayen Mayor Leopoldo Bataoil has ordered the strict enforcement of the law that bans motorized tricycles, tractors, and other slow-moving vehicles on the national highway, at any time in Lingayen.

“That’s the law that was not being enforced in the past,” Bataoi told newsmen at the sideline of a lecture forum on the Lingayen Gulf Landing at the Pangasinan Trade and Development Center II on January 8.

Bataoil said he had to act and set the example after he received several complaints from concerned citizens that slow-moving tricycles in the town are in the habit of occupying the lane reserved for fast-moving vehicles instead of the shoulder lane.

He said he is in effect merely enforcing the long-standing law that bans motorized tricycles, tractors, pedicabs and “garongs” or three-wheeled vehicles with receptacles mounted on them, on the national highway.

“As mayor of Lingayen and being a former PNP officer, I have to set an example by enforcing the law,” said Bataoil, who is also president of the League of Municipalities chapter in Pangasinan.

Before he became mayor, Bataoil served for three consecutive terms as congressman of the second district of Pangasinan. 

He first announced his plan to enforce the ban on tricycles along the national highway during a gathering of officers and members of Tricycle Operators and Drivers Associations of Lingayen at the town plaza on the night of January 7 during the current town fiesta.

While he expressed confidence that all TODA members will abide by his order, he also directed the deployment of Lingayen Police along the national highway to see the enforcement of the ban.

Bataoil said as LMP president, he wants to set an example to his fellow mayors and enforce the ban to ease the flow of traffic in their respective jurisdictions.

Asked what penalties would be imposed for violations, Bataoil said the penalty is provided for in the law. (Leonardo Micua)
