Make barangay kapitans accountable

BARANGAYS in the country already receive their share of Internal Revenue Allotment, funds for which our barangay officials are not being held accountable for by mayors and the town/city auditors. That’s for starters.

But more importantly, the war on drugs is fought and won or lost in the barangays. And that’s because no illegal activity gets past them without their direct knowledge or if they don’t, they don’t deserve the post.

All put together, many barangay kapitans have literally gotten away with murder, scooting away thousands in their poor barangays and millions of barangaytddfs are deemed affluent.

To date, no barangay kapitan has been reported to have been held responsible for drug dealing in his/her barangay, not even summoned to account for funds they received from national and local government units nor made to account for illegal manufacturing of banned firecrackers in their jurisdiction.

For as long as our barangay kapitans are not held accountable, in the same manner that mayors and governors as chief executives are being held accountable, corruption at the roots will continue to be viewed as backed by official tolerance that contaminate efforts to stop corruption in government. 

If we are to expect national efforts to curb corruption and win the battles in the war on drugs, our local officialdom and government agencies should begin to make our kapitans accountable in all areas of governance.

Crazy American senators 

THE two American senators pushing to ban those responsible in putting Sen. Leila de Lima behind bars from entering the United States must be either crazy or queer.  Are they ignorant of the fact that De Lima went through the judicial process before she got jailed two years ago on a drug charge, which is non-bailable?  The Supreme Court even upheld the decision.  Thus, should the US government heed the senators’ wish—a clear violation of sovereign statutes—all our High Court magistrates will be covered by it. Bizarre.  In retaliation, President Duterte has also denied US Senators Leahy and Durbin travel to the Philippines.  And, if we go further by sheer logic, who could stop Mr. Duterte from also barring entry into our shores the 230 representatives who voted to impeach US President Trump last December 18? 

Remember, Mr. Trump is a Duterte fan that he has a standing invitation for our President to visit America.  Now, who are they fooling?
