Pangasinan councils create task force

LINGAYEN – The resolution creating  the Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) was adopted by the Provincial Development Council (PDC) and Provincial Peace and Order Council (PPOC) of Pangasinan last Wednesday.

The resolution which embodies Executive Order 167-2019 issued by Governor Amado Espino III was presented during the joint meeting of the Councils in Lingayen last week by DILG Provincial Director Randy Dela Rosa.

Dela Rosa said the resolution that the State shall provide for “a just and dynamic social order that will ensure the prosperity and independence of the nation and free the people from poverty.”

Article 2 of the 1987 constitution  provides for the policies that the Philippines renounces war as an instrument of national  policy. The maintenance of peace and order, the protection of life, liberty and property and the promotion of  general welfare is essential for the enjoyment of democracy, the resolution stated.

Gov. Espino, chair of the Councils, said the creation of the Provincial Task Force is part of the provincial government’s move to adopt Executive Order 70 signed by President Rodrigo Duterte.

Executive Oder No. 70 or the Whole-of-Nation approach to end  local communist armed conflict “addresses the root causes of insurgency, internal disturbance and tensions and other armed conflicts and threats by prioritizing and harmonizing the delivery of basic services and social development package of the government, facilitating societal inclusivity and ensuring active participation of all sectors
