Dagupan establishments told to employ residents

THE Sangguniang Panlungsod has passed an ordinance (No. 2178-2019) enjoining all business establishments, investors, contractors and the like to hire a minimum of 50 percent of their workforce from qualified and bonafide residents of the city of Dagupan.

Also called “Trabaho Una ang Dagupeño” Ordinance authored by Councilor Cisco Flores, seeks to minimize, if not totally eradicate unemployment within the city and provide an opportunity for the city residents to earn.

Covered by the ordinance are establishments, companies, and industries engaged in manufacturing or rendering service in the course of trade or business, including business establishments employing 1 or more rank and file employees.

Under the ordinance, the Public Employment Service Office (PESO) shall issue a certification exempting an establishment from full compliance with the coverage of the ordinance if it is shown that there is a lack or deficiency of applicants who possess the requirements or qualifications required by the positions to be filled.

At the same time, the PESO shall keep and maintain a database of all available skilled personnel of every barangay, and cause the widest dissemination of available employment opportunities from all the establishments covered.

On the other hand, the business establishments that are already existing and have been established before the passage of the ordinance shall be required to submit a yearly report embodying a complete list of its employees before the issuance of their business permits.

Any establishment violating the ordinance shall be penalized by reprimand for the first offense, a fine of P2,500, and a stern warning that the subsequent violation shall mean the closure of business, for the second offense; and closure of the establishment for the third offense. (Leonardo Micua)
