PROVINCE IS INSURGENCY-FREE

LINGAYEN—The senior army officer in Pangasinan revealed that although the province is insurgency-free since 2017, the leaders of communist guerillas operating in other provinces are mostly from Pangasinan.

Col. Rodney Pasia. new commander of the 702nd PA Brigade based in Camp Tito Abat in Manaoag, identified at least four natives of the province who are known leaders of  the New People’s Army (NPA) operating in neighboring provinces.

Speaking at the Provincial Security Summit 2019 on October 14, Pasia said the secretary of the Kilusan Larangang Gerilya (LRG) Caraballo is Rommel B. Tucay from San Quintin.

The other leader of KLG Caraballo is Romulo Gallaguez of Natividad town while the execom head of the KLG Tarlac-Zambales is Evelyn Muñoz from San Carlos City.

Pasia identified the NPA military leader in Ilocos Sur as one Ronny Dalen Serbita, also from San Quintin.

He pointed out that KLG Caraballo is presently operating in Nueva Ecija and Nueva Vizcaya, although it’s possible it’s been trying to enter Pangasinan but has not succeeded.

He told the summit that since Pangasinan is already insurgency-free, the Army has pulled out its units previously stationed in Mabini that used to guard the Pangasinan-Zambales border as well as Malabobo in Mangatarem in the southern border.

In his presentation, Pasia outlined the Whole of Nation Approach created by Executive Order 70 signed by President Duterte designed to establish stable and sustainable peace and order in the barangays.

The concept of the program, he said, is where ever, one is, be it in government or in the private sector, he has a crucial role to play in making his community and workplace safe for everybody citing the importance of the role that barangay officials play.

“Next to the family, the barangay is the most important unit of the society,” Pasia said and underscored the fact that barangay captains know everything that’s happening in his barangay including the new faces that visit regularly. (Leonardo Micua)
