Dagupan starts enforcing ‘NoSeg-NoCol’ policy

DAGUPAN City residents have been warned that unless they segregate their wastes, garbage collectors will no longer collect unsegregated waste products.

This, after the city’s Waste Management Division (WMD) implemented its “No Segregation-No Collection” policy (NoSeg-NoCol) in order to reduce the entry of waste products in the city’s controlled dumpsite in Bonuan area.

Bernard Cabison, WMD sanitation inspector, said garbage collection schedule and guidelines have been finalized and will be strictly enforced.

He clarified that segregation will not only mean segregating recyclable and non-recyclable.

He cited City Ordinance No. 1929-2009, commonly known as the Comprehensive Solid Waste Management in Dagupan City, a segregation policy of solid wastes shall be segregated into three categories – recyclable wastes which consist of plastics, bottles, and cartons; special wastes such as paint, batteries, home appliances, and hospital wastes; and residual wastes such sanitary napkins, plus disposable diapers.

Meanwhile, biodegradable wastes will not be collected, as the public is urged to compost.
