GROUNDBREAKING CEREMONY. Governor Amado ‘Pogi’ I. Espino III (center) leads the lowering of the time capsule during the groundbreaking ceremony of three, two-storey cottages of the Capitol Resort Hotel (CRH) on June 3, 2019 at the CRH in Lingayen. Joining the provincial executive were Vice Governor Ferdinand Z. Calimlim, CRH-OIC Cristina J. Bumiltac, Provincial Engineer Antonieta C. Delos Santos, and Provincial Administrator Nimrod S.
