A congressional candidate of Pangasinan has filed a petition for disqualification on May 13 at the Commission on Elections provincial office in Dagupan City against the reelectionist governor, his brother mayor and 13 other aspirants.

Second District Board Member Raul Sison, candidate for 2nd District Representative, charged his congressional opponent Mayor Jumel Espino, his brother Gov. Amado Espino III, Angel Baniqued Sr.  candidate for vice governor, re-electionist Board Member NikiBoy Reyes, Haidee Soriano also a board member aspirant, Aguilar mayoralty candidate Beth Ballesteros and her vice mayoralty tandem Ramon Sison, candidates for councillors namely Papot Bacano, Tito Cortez, Mat Dumlao, Eleo Ocal, Jessie Posadas, Magdalena Sison, Kristal Soriano and Belen Villanueva.

In his two-page complaint, Sison said he filed his petition for disqualification “for massive vote-buying committed in the entire Pangasinan province, but were only cornered and caught in Barangay Buer, Aguilar, Pangasinan”.

Sison presented the official report of the National Bureau of Investigation (NBI) operatives based in Dagupan City, together the confiscated cash, election paraphernalia, the vehicle used as evidence, and the personnel caught red-handed in vote-buying activity.

In a separate report prepared by the NBI Dagupan forwarded to the Provincial Prosecutor in Lingayen dated May 12 for inquest proceeding, it recommended prosecution for the following: Denver Bejar,  Manilyn Sison alias Marilyn Castro Dela Cruz, both of Barangay Portic; Bernadith Beltran alias Clarisee Sanchez Castro, John Paul Cruz alias Rico Castro Almazan, both of Barangay Pantal, all in Bugallon town; Ex-barangay captain Conrado Hermosado Sr, Barangay Captain Condrado Hermosado Jr and Barangay Kagawad Ernesto de Guzman, all in Barangay Buer, Aguilar.

On May 12 at around past 9:00 a.m., the NBI said they received a call from Sison about an ongoing vote-buying in Barangay Buer, Aguilar, town.

When the NBI team arrived at the barangay hall of Buer, Sison presented the alleged perpetrators of vote-buying in violation of the Omnibus Election Code.

The local police who were at the barangay hall turned over the seized items and articles from the seven arrested suspects.

After the inventory of the seized items the suspects were brought to the NBI Dagupan District Office, Dagupan City for booking procedures where the true identities of Clarisse Sanchez, Manilyn dela Cruz’ and Rico Castro Almazan were revealed.

In his sworn affidavit, Sison said he rushed to the barangay hall after getting a call from a concerned citizen and saw Sanchez and Marilyn dela Cruz in a stock room hiding and holding bundles of money. Their other companions also arrived and carrying bundles of money and sample ballots, prompting Sison to call the lawmen, Sison said
