SEN. SOTTO LAUDS P’SINAN LEADERSHIP. Governor Amado I. Espino, III hands over the plaque of appreciation to Senate President Vicente “Tito” Castelo Sotto, III who served as guest of honor and speaker during the 439th founding anniversary celebration of the province of Pangasinan on April 5 at Sison Auditorium inside the Capitol Complex. In his speech, Sen. Sotto hailed the Espino administration for ushering Pangasinan to its “golden era” wherein the vision of making Pangasinan the best place to invest, work, live and raise a family has been realized. Governor Espino was joined by: former governor and now fifth district representative, Congressman Amado T. Espino, Jr. (2nd from right), 2nd district representative, Congressman Leopoldo N.
