Lingayen— The Provincial Population Office (PPO) has been renamed.

Owing to its extensive management and implementation of cooperative and livelihood development programs of the province since the Espino administration started in 2007, the former PPO has been renamed Provincial Population, Cooperative and Livelihood Development Office (PPCLDO) via Provincial Ordinance No. 223-2019  approved by the Sangguniang Panlalawigan (SP) on February 11.

“The duties and function of the Cooperatives Officer are already being performed by the Provincial Population Office as cooperative and livelihood development are directly related to population development,” the resolution, co-authored by SP members Noel Bince, and Salvador Perez Jr., reads.

A major function of the newly-renamed office is the inclusion of full administrative control of the provincewide livelihood and credit assistance program of the provincial government and the duties and functions of the cooperatives officer will be integrated in the said office.

According to the Local Government Code of 1991 Section 487, a cooperatives officer performs the following functions: assists in the organization of cooperatives, provides technical assistance to existing cooperatives to enhance their viability as economic enterprise and social organization, and to assist cooperatives on establishing linkages with institutions involved in the promotion and integration of cooperative concepts in livelihood and other community activities.
