GOV. ESPINO WELCOMES SEC BRIONES, NSPC 2019 DELEGATES. Governor Amado I. Espino, III welcomes Education Secretary Leonor Magtolis Briones and thousands of National Schools Press Conference (NSPC) 2019 delegates from 17 regions across the country during the opening ceremony held at the Narciso Ramos Sports and Civic Center (NRSCC) Grandstand on January 28.
