CSC urged to reject Buted’s reappointment

LINGAYEN—The Sangguniang Panlalawigan asked the Civil Service Commission to deny the attestation of the appointment of Dr. Dexter Buted for a second term as president of the Pangasinan State University (PSU).

Provincial Resolution No. 2124-2019 proposed by Board Member Agerico Jeremy Rosario said Buted has been reappointed as PSU president for a second term commencing on December 8, 2018 and ending on December 7, 2020, an appointment subject to the attestation of the CSC on its validity and effectivity.

The SP expressed its apprehension over the reappointment of Dr. Buted since he was still under the nine-month suspension period imposed by the Ombudsman for oppression when he got his reappointment.

The complaint against Buted for oppression was filed by a university professor before the Ombudsman, for which he was slapped for nine-month suspension commencing on April 30, 2018 to January 31, 2019.

According to Board Member Rosario, Buted’s reappointment is tantamount to reinstating a suspended person to his position during the time of service of his penalty of suspension.

The resolution also noted that Buted has incurred the gap in service due to his suspension for nine months from April 30, 2018 to January 31, 2009, and, therefore disqualified him for reappointment.

It added that Buted did not meet his minimum qualifications for the State Universities and Colleges (SUC) presidency pursuant to Section 5, paragraph 5.1 (f), Rule III of CHED Memorandum Order No. 16, Series of 2009 which states that for SUC Presidents who are going reevaluation for a second term, “he/she must not have been convicted of any administrative offense or crime” (Leonardo Micua)
