LINGAYEN–Barangay chairmen who did not form their respective Barangay Anti-Drug-Abuse Council (BADAC) three months after assumption of office will be charged administratively.

The warning came from Interior and Local Government Undersecretary for Barangay Affairs Martin Diño when he addressed barangay captains during the Anti-Drug and Peace and Order Forum at the Narciso Ramos and Civic Center on December 3.

At the same time, he said the barangay captain who did not submit BADAC watch list of drug personalities and criminal elements operating or hiding in his village to the DILG, will also be charged.

“If a barangay captain claims that he does not know any drug and criminal personality in his barangay, he is useless, Diño said adding that as barangay captain he gets all gossips, including the personal ones in his barangay, daily, Dino said, citing his experience as one-time barangay captain in Quezon City for more than 14 years.

“The barangay captain must know the new faces who come to his village, especially those who are into illegal activities, including those peddling illegal drugs,” he intoned.

He said even if the barangay captain is not involved in illegal drugs but does not submit the BADAC list, he is still answerable and will be charged.

Diño said it is not enough that the BADAC watch list contains names but it must include what the barangay captain must do monthly in order to finally put an end to illegal drugs in his village.

Diño said barangay captains who do not submit inventory of barangay properties or those who have unliquidated accounts will also be charged. 

Dino also echoed the promise of President  Rodrigo Duterte to provide brand new shotguns to barangay captains who are zealously working to clean their barangays of illegal drugs.

But he was quick to warn barangay captains who use their shotguns or position in coddling criminals and in intimidating voters in the coming election, the DILG will have them behind bars.

When he was told the provincial government already issued shotguns to some 1,300 barangay captains but were required to be deposited with the Pangasinan Police Provincial Office, he said these should be turned over to the police for their use as President Duterte is giving brand new shotguns. 

He said his office welcomes reports about abusive barangay captains and officials.

Meanwhile, he said he supports the bill filed by then Senator Aquilino Pimentel Jr. in the 14th Congress providing for monthly salaries to barangay captains, kagawads and other barangay officials, including tanods. He said he is working for the bill’s approval in the 18th Congress. (Leonardo Micua)
