Governor Espino presents 5 awards of Pangasinan

LINGAYEN – The provincial government of Pangasinan led by Governor Amado I. Espino, III continues to raise the bar of excellence in local governance made evident with the five accolades conferred to the province.

Governor Espino presented the four national awards – 2018 Seal of Good Local Governance (SGLG), Katangi-tanging Pagpupugay sa Lokal na Pamahalaan sa Pagsasakatuparan ng Performance Challenge Fund, 2018 Most Business-Friendly Local Government Unit Finalist and Best Local Government Unit Advocate for Statistics; and one regional award – Best 29th National Statistics Month (NSM) Province-Implementer during the regular flag-raising ceremony at the Capitol Plaza on November 12.

Owing these numerous awards to the hard work and invaluable service of provincial officials and Capitol employees, Governor Espino said that this reflects the sustained quality service started by former governor and now representative of the fifth district, Congressman Amado T. Espino, Jr.

The SGLG award conferred by the Department of the Interior and Local Government (DILG) was received by Governor Espino, DILG Provincial Director Agnes de Leon and Provincial Planning and Development Officer (PPDO) Benita M. Pizarro during the national awarding ceremony held at the Manila Hotel on November 6.

Noting the year-round preparation for the thorough validation and evaluation, Governor Espino took pride in the fourth SGLG award conferred to the province which signifies “transparency, integrity, and excellent service-delivery of a local government unit.

Governor Espino disclosed in a media interview that the Php7 million Performance Challenge Fund which was received with the SGLG award will be used in the provision of multipurpose vehicles in various offices in the provincial government.

Also, the provincial chief executive lauded the efforts of local chief executive of the 24 municipalities and cities who are also awardees of the most-coveted SGLG award for stepping up the challenge to meet the requirements and standards set by the DILG.

The province of Pangasinan also received the “Katangi-tanging Pagpupugay sa Lokal na Pamahalaan sa Pagsasakatuparan ng Performance Challenge Fund (PCF)” for being a consistent recipient of the PCF for calendar years 2011-2013 and 2015-2018.  It was noted that this citation is “ in recognition of the province’s exemplary performance and in appreciation of its long-term contribution to the development of the PCF.”

Pangasinan is also finalist for the Most Business-Friendly Local Government Unit Award, a recognition handed out by the Philippine Chamber of Commerce and Industry (PCCI) and Philippine Business Conference & Expo (PBCE).

The plaque, signed by PCCI President Ma. Alegria Sibal-Limjoco, PBCE Chairman Renato G. Simbulan, LGU Awards Chairman Jose S. Alejandro and PBCE Co-chairman Francis Chua, cited Pangasinan under the leadership of Governor Espino for “exemplifying commendable initiatives towards good governance reforms that promote trade and investments and significantly contribute to local economic development.”

The citation was conferred at the PCCI Headquarters in Taguig City on October 9.

In the first-ever search for Best Local Government Unit Advocate for Statistics Province-Level nationwide of the Philippine Statistics Authority (PSA), Pangasinan rose above all LGUs. Also, maintaining its laudable performance in National Statistics Month celebration, the province of Pangasinan has been adjudged anew regional champion in this year’s search for Best NSM Province Implementer. The awarding ceremony of both awards was held at the Bangko Sentral ng Pilipinas in La Union on October 29.

It can be recalled that the province of Pangasinan has been cited as Best NSM province implementer for three consecutive years covering the following periods: 2008, 2009, 2010 and 2014, 2015, 2016 following the successful conduct of provincial NSM celebration. The second regional NSM HOF of the province was conferred last year.

Present during the presentation of awards were Vice Governor Jose Ferdinand Z. Calimlim, Jr., Board Members Jeremy Agerico Rosario and Chinky Perez-Tababa, along with the department heads led by Provincial Administrator Nimrod S. Camba and Provincial Capitol employees. /Shiella Mae De Guzman
