Time for “No-fly zone” over Capitol complex set

LINGAYEN—The Lingayen Airport manager of the Civil Aviation Authority of the Philippines (CAAP) apologized to the provincial board members here for the low flying planes over the Capitol Compound here disturbing government offices, residences and schools in the area.

Engr. Job de Jesus apologized last week in the face of complaints arising from constant low flying activities of student pilots over the Capitol Complex and residential areas here and assured the provincial board that the complaints will be forwarded to CAAP for  appropriate sanctions.

De Jesus gave the assurance during last week’s Question Hour of the provincial board’s regular weekly meeting.

He said a no-fly zone will be established from 7:00 a.m. to 9:00 a.m. to avoid distracting the  flag raising ceremony and other public events being held at the Capitol area.

There are two aviation schools that use the Lingayen Airport for training of their student-pilots and the Lingayen Airport is classified as a community airport, De Jesus said.

The Capitol compound is only about 400 meters away from the take-off area in runway 08 in the Lingayen Airport.

De Jesus assured board members that the flying schools’ air crafts are regularly checked by CAAP inspectors from Manila for air worthiness.

Fifth District Board Member Clemente Arboleda Jr., was earlier tasked to head the ad hoc committee to work for the “no fly zone” in the Capitol area.

Arboleda said aside from provincial government offices in the Capitol compound, others affected by the low-flying training planes are the elementary, high school and a university and national government agencies.

Arboleda also suggested that the area will also be declared no-flying zone when there are events that are scheduled in the Capitol compound.
