MBTF endorses waiver on penalties

MARKET STALLHOLDERS’ UNPAID RENTALS

DAGUPAN City’s Sangguniang Panlungsod is set to pass an ordinance waiving penalties of market rental fees in public markets imposed on stallholders whose businesses were affected during  the extreme flooding in the city caused by days of monsoon rains and Typhoon “Ompong” from July to early September this year.

The planned waiver as requested by the market stallholders was endorsed by Mayor Belen Fernandez.

The move was decided on by the councilors following a committee hearing conducted by the committees on finance, market and slaughterhouse and on laws ordinances and judiciary last Oct. 23, attended by heads of market vendors associations.

The waiver is apart from the 15-day holiday rental already granted by the SP to stallholders of the Malimgas Public Market.

Draft Ordinance No. 0680 proposed by the executive department for adoption by the SP  states that stallholders will be given the chance to recover their losses suffered on account of the southwest monsoon (habagat) and Typhoon Ompong.

It exempts business establishments renting in public markets from paying penalties for failing to pay market rental fees for the period June 2018-December 2018 subject to applicable rules and regulations.

Penalties on market rental fees incurred by stallholders previous to June 2018 will remain.

At the same time, market stallholders who already paid penalties for late payments of market rental fees for June, July, August and September 2018 can claim the same as credit for future penalties on market rentals fees.

After the committee hearing, the stallholders thanked Mayor Fernandez and the SP for granting their plight favorable consideration. (Leonardo Micua)
