MADAVFE stallholders ask for more concessions

AFTER the Dagupan Sangguniang Panlungsod (SP) stallholders at the Malimgas Public Market were granted a 15-day rental holiday to help make up for the losses incurred from the recent floods on Oct. 8, the latter again asks for more financial concession from the city government.

The stallholders also want the city government to waive the surcharges and penalties imposed on delinquent stallholders.

The committee report submitted by the committee on public market headed by Councilor Dennis Canto bared the additional request of the Malimgas market stallholders.

Earlier approved by the SP during its Oct. 8 regular session was Draft Resolution No. R-5668 entitled “Earnestly requesting Mayor Belen Fernandez to consider the plea of stallholders occupying the Malimgas Public Market  in the city to allow 25 percent discount on their respective stall rentals due the city government covering the months of July and March 2018”.

The 15-day rent holiday was approved in principle by the SP in their committee hearing  conducted on Oct. 2 by the committee on public market, attended by at least 10 officers of the Malimgas Dagupan Vendors Association Federation (Madavfe).

The  committee report said the vendors agreed to the 15-day rent holiday but at the same time appealed that the surcharges, penalties  and interests be waived by the city government as well.

However,  SP decided to table the additional request of stallholders for further study.

In the committee hearing last Oct. 2,  City Treasurer Romelita Alcantara already cautioned
the SP from granting the 18-day rent holiday because it will result in a P2-million loss  in the total income of the city from the public market operations.

Alcantara said owing to the floods in July alone, the city’s market division failed to realize the projected P500,000 income from sales of cash tickets.

She also cited the grant of moratorium on the yearly five percent increase of stall rental for five years in an earlier ordinance passed by the SP.

Councilor Canto, in a talk to The PUNCH by phone, said he found the 15-day holiday rental reasonable after considering the remarks the city treasurer.

When sought for comment. Councilor Jose Tamayo said there was legal basis for the SP to grant the rental holiday but only to stallholders without arrears. (Leonardo Micua)
