Prov’l Gov’t keen on expanding further barangay-based services – Gov. Espino

2nd State of the Province Address

LINGAYEN, Pangasinan – The provincial government under the watch of Governor Amado I. Espino, III is keen on expanding further the various programs it extends to Pangasinenses in the grassroots.

This was the core message of the 2nd State of the Province Address (SOPA) delivered by Governor Espino on July 2 at the Capitol Plaza, here, which was attended by thousands of Pangasinenses from all walks of life.

“Hangad natin na ang paglilingkod at serbisyo ng kapitolyo ay maipaabot, mailapit, at maramdaman sa lahat ng sulok ng ating lalawigan,” said Governor Espino, who vowed to sustain the provincial administration’s momentum in bringing “priority and quality services to Pangasinenses, particularly those who are living in far-flung barangays.”

In stating this, Governor Espino sought the continuous support and commitment of local leaders, and sectoral groups in advancing the various community-based programs and projects of the provincial government, as he expressed gratitude to national government agencies for their funding of several priority infrastructure projects of the province.

Under the young Espino administration, several community-based projects have been launched. The Kalusugan Karaban is making rounds three times a week in various localities of the province, bringing health services closer to the poor and needy.

The health caravan – now on its third season – has benefitted about 217,199 Pangasinenses from 756 clustered barangays.

 

The Mobile Skills Training Truck, on the other hand, is a roving facility which conducts skills training. At present, the province has two skills training vehicles; four more will be procured by the provincial administration.

Since September 2017 when it was launched, the skills training truck has visited six towns where 200 out-of-school youth and unemployed adults were trained on electrical, carpentry, and masonry works.

An education and information campaign, the community-based Ligtas at Aktibong Pamayanan (Safe and Resilient Communities) and the school-based Dunong Kaalaman at Kaligtasan program roll in various localities of the province to raise awareness on disaster risk reduction and management.

Owing a lot to his predecessor, Gov. Espino doffed his hat to former governor and now 5th district Representative Amado T. Espino, Jr. for setting the solid phase of reform in governance.

“Makakaasa po kayo na hindi titigil ang Pamahalaang Panlalawigan sa pagsasagawa ng mga makabuluhang programa at proyekto upang lalo nating makamit nang maayos, masagana, at matiwasay and pamumuhay para sa bawat Pangasinense, hindi lamang para sa ating henerasyon bagkus, para sa mga susunod pang henerasyon,” the provincial chief executive said.

The provincial chief executive delivered detailed report on the status and development of the completed and ongoing projects of his administration, including those which are set for implementation in areas of infrastructure, job generation and employment, livelihood, agriculture, public health and hospital services, youth and sports, social services, socialized housing, tourism, environmental preservation and protection, disaster risk reduction and management, information technology, anti-drugs campaign and peace and order.

Best practices in governance, update of the expanded provincial scholarship program, and the business climate of the province in general, were also reported by the governor

Governor Espino, as well, took pride of the various awards earned by the offices and departments of the provincial government, which according to him, are clear proofs of “excellence in governance.”

The SOPA, which formed part of the 67th regular session of the Sangguniang Panlalawigan, was attended by provincial leaders to include 2nd district Representative Leopoldo Bataoil, 4th district Representative Christopher De Venecia, several municipal and city mayors, vice mayors and councilors, newly-inducted barangay leaders, representatives from national government agencies, academe, non-government organizations, and other sectoral groups.  /Mark Gerry Naval Oblanca
