Gov. Espino bares manpower upgrade for hospitals

LINGAYEN, Pangasinan—Governor Amado I. Espino III disclosed that by 2018 the present administration will shift its focus from infrastructure development of all government hospitals in the province to manpower development to better serve the needy and sick Pangasinenses.

The governor made the pronouncement during the Provincial Development Council (PDC) meeting held on December 14 at the Pangasinan Training and Development Center (PTDC) which was attended by some mayors, their representatives, heads of different non-government organizations and chiefs of offices of the various offices in the provincial government.

As cited by the governor the ideal health service for a doctor or nurse is to cater to 15 patients adding that at present one doctor or nurse in a provincial hospital caters to as high as 70 to 80 patients a day which is way above the standard number.

By shifting focus from infrastructure to manpower development, Gov. Espino noted that Pangasinenses are assured of quality medical service from the government hospitals.

Also, Gov. Espino disclosed the priority programs/projects of the provincial government for the year 2018 to include the plan to acquire another set of asphalt pavers to be utilized for the construction/renovation of more provincial roads, school building construction and repairs and the construction of three important facilities– Abong na Dayew which is almost done, the Provincial Training and Development Center II, and Pangasinan Coliseum to be constructed at the Narciso Ramos Sports and Civic Center (NRSCC) complex.

As such, the provincial chief executive thanked all local chief executives for working hand-in-hand with the provincial government in realizing the much-needed progress and development for Pangasinan.

During the council meeting, Laoac Mayor Silverio Alarcio, Jr. presented and discussed the proposed of the Green Atom Renewable Energy Corporation to undertake the solid waste disposal of the municipality.

Alarcio noted that the project which will be located in Barangay Inmanduyan has a project cost of P4.4 billion which will be shouldered by the proponent.

As presented by Mayor Alarcio, the proponent will utilize the CDS Green Combustion Technology in which ultra high temperature thermal combustion through centrifugal and divided space injected air (above 2,000 degrees centigrade) which reduces any solid material, in any condition: dry, wet or sludgy, into ultimate reducible matter will be used.  This technology is fuel efficient and very low in pollutant where a single compact unit can process up to 20 tons of any waste matter in one hour, he added.

As a backgrounder, the proponent has submitted a project proposal to LGU Laoac on January 9, 2017. The proposal was then endorsed to the municipal board on June 20 for further study and review. After further study and consultation among stakeholders, the project is now brought to higher authorities which is the PDC. After being presented by Mayor Alarcio to the council, the project was unanimously approved hence, a provincial resolution was crafted to be presented to the provincial board for review and approval.

Another agenda that was presented by Provincial Planning and Development Officer Benita Pizarro during the council meeting is the Local Road Network Development Plan (LRNDP). The project is a 5-year development plan (CYs 2018-2022) for the sustainable development and maintenance of provincial roads.

According to the PPDO, the financial requirement needed for the implementation of the LRNDP will be provided (annually for five years) by the Department of the Interior and Local Government (DILG) through the Conditional Matching Grant to Provinces (CMGP) for Road Repair, Rehabilitation and Improvement Program of the agency. CGMP only covers provinces that complied with the DILG’s Seal of Good Housekeeping.

The 16 Priority Core Roads listed in the PPDO presentation are as follows: Balungao- Sta. Maria, Bani-Mabini, Urbiztondo-Basista (Phase II), Tayug-Natividad, Mapolopolo-Bayoyong (Basista and Malasiqui), Poblacion-Cabalaoangan-Guiling (Rosales), Guesang-Estanza (Lingayen), Urdaneta-Asingan via Calepaan, Tori-Tori (Anda), San Jacinto-Pozorrubio, Burgos Iliw-Iliw (Phase II), Tarlac Boundary-Bayambang Diversion Road, Asingan-San Manuel Agno Gorge Road, Mangatarem-Urbiztondo, Urbiztondo-Pasibi, and Mangaldan-Mapandan via David.

For funds to be released, an approved LRNDP duly adopted by the Sangguniang Panlalawigan is needed. (Ruby R. Bernardino)
