Dagupan SP OKS ordinance on common terminal

THE establishment of a common terminal for jeepneys, buses, vans in the city has been approved by the Sangguniang Panlungsod following the passage of City Ordinance No. 0-624 in the second and final reading on Monday, October 30.
The ordinance is known as the ‘Dagupan City Common Terminal’.
Authored by Councilors Nicanor D. Aquino and Luis M. Samson Jr., the ordinance seeks to upgrade and or expand service areas, service frequency as well as the need to adapt to new technology and introduction of innovations into the transit industry.
The terminal will serve as the loading and unloading point of the transport units coming from the south, north, east and west.
It will be equipped with a covered loading bay or departure shed with at least two bays to accommodate at least two vehicles side by side; a covered loading platform for the waiting passengers with enough benches; toilet facilities separate for men and women with adequate water supply; separate passageways for incoming and departing vehicles.
It must have a sufficient area for garage and parking area for waiting vehicles; a frontage area paved either with asphalt or cement; a waste disposal facility placed in strategic areas; and a workable and efficient drainage system.
The space capacity for each transport shall be 65 square meters per vehicle for bus; 55 square meters per vehicle for mini-bus; and 40 square meters per vehicle for van.
The operator must deposit with the City Treasurer’s Office a surety bond of not less than Php50,000 as guarantee that he will strictly and faithfully comply with the contract and observe all ordinances, regulations and requirements in establishing the terminal.
Meanwhile, the SP, in its regular session on Monday, interposed no objection to the application of Silverio P. Dayao for the right to build the terminal along De Venecia Highway in Tapuac. The proposal of the Silverio’s Corporation, however, was set aside since the proposed location of the terminal is located within the 200 meter radius of a street intersection.
Following its approval, the council also amended section 1 of Ordinance No. 951-77 reverting back the 100-meter radius to 200 meter radius in the ordinance enacted in 1975.
Councilor Jose Netu M. Tamayo also introduced an amendment that first preference in hiring employees in the terminal be given to residents of Dagupan as dispatchers, porters and laborers. (CIO/ JCB)
