PANGASINENSES enjoy a long weekend as November 13 (Friday) was a non-working holiday in Pangasinan to commemorate the birth anniversary of the late Speaker Eugenio Padlan Perez.

Republic Act No. 6721 entitled “An Act Declaring November 13 of Each Year a Special Public Holiday in the Province of Pangasinan,” was signed by former President Corazon Aquino on March 29, 1989 and is still in force until today.

Perez, born in Sitio Obong in the former barrio of Basista (now a town) in San Carlos City, was the first Pangasinense to become speaker of the Philippine Legislature (1946 to 1953). He authored RA 170 that converted the municipality of Dagupan into a chartered city on June 20, 1947.

Perez was married to a soprano, Consuelo Salazar, with whom he had three children. (AMM/PIA Pangasinan)
