Dagupan SP passed 12 ordinances

MAYOR Belen Fernandez, in her State of the City Address (SOCA) before members of the Sangguniang Panlungsod (SP) in their special session last May 22 at CSI Stadia, cited the members of the city board as among those who have been supportive of her programs towards a “Balon Dagupan” as she cited her administration’s accomplishments since the start of her term in July 2013.

But how has the SP fared in the last 10 months?

In 2013, the main focus was the passage of the 2014 budget, which was achieved on time in contrast to previous years.

However, this year, out of the council’s scheduled 11 regular sessions from January to April 15, four were adjourned due to lack of quorum (Jan. 20, Feb. 24, March 24 and April 15).

In these seven regular sessions, 12 ordinances were passed in the first quarter of 2014.

The first three ordinances passed by the body were all authored by Councilor Jeslito Seen namely “Fixing the rate for the use of public comfort rooms owned by the city government of Dagupan” that saved the city P.58-M and resulted in P90,000 income for the city so far; “Fixing the rate for the use of city poolside and providing measures for its operation and maintenance” and “Amending section 116, article 11 of ordinance no. 1855-2005, otherwise known as the revenue code of the city government of Dagupan”.

The ordinance “institutionalizing the Dagupan Historical Culture and Arts office” authored by Seen is a milestone in promoting and preserving the culture and arts of the Dagupenos.

The ordinance was passed in support of the executive order of Fernandez creating the Dagupan City Historical and Culture and arts office headed by Atty. Gonzalo Duque.

DISASTER-PREPAREDNESS

The ordinance titled “The health emergency management plan ordinance of the city of Dagupan” addressing the readiness of the health sector in the city in responding to natural and manmade disasters was authored by Councilor Jesus Canto.

Canto also authored an ordinance upholding the right of the senior citizens and persons with disabilities (PWDs) for at least 1% each allotment from the total general appropriation of their barangay as provided in Article II, Section IX, Declaration of Principles and State Policies; Article XIII, Section 11, Health; and Article XV, Section IV, The Family.

Councilor Alfie Fernandez supported the memorandum of understanding (MOU) between the city government of Dagupan with the different national agencies in his ordinance no. 2008- 2014 ”authorizing her honor, the city mayor, this city, to enter into and execute contracts or agreements specifically medical device humanitarian project, participatory coconut/seedlings project, memorandum of agreement with the Overseas Workers Welfare Administration and memorandum of agreement with the national food authority that are beneficial to the city, subject to the limitations provided herein.”

TRAFFIC IMPROVEMENT

The traffic experimentation in the streets of Dagupan, which has proven successful in easing both traffic and pedestrian flow in the city, especially in the downtown area, was also supported by the SP with related ordinances.

The ordinances “providing rules of procedures governing administrative cases filed before the office of the Sangguniang Panlungsod, Dagupan City”, authored by Councilor Alfie Fernandez and Councilor Marcelino Fernandez was passed but was vetoed by the mayor.

It was intended to aid in the investigation of the blue ribbon committee on administrative cases filed before the SP.

The committees headed by Councilors Maybelyn Fernandez, Karlos Reyna, Redford Erfe-Mejia, Guillermo Vallejos and Alvin Coquia have not proposed any ordinance.
