Still no full liquidation from VM Lim, 3 councilors

RECORDS released by the City Accounting Office on September 27 indicate that four Dagupan City officials have not liquidated the financial assistance of varying amounts released to them by the city government during the previous administration of former Mayor Benjamin Lim.

They are former councilor and now Vice Mayor Brian Lim, son of the former mayor, and re-elected Councilors Redford Erfe-Mejia and Alvin Coquia, and former Liga ng mga Barangay president and now Councilor Guillermo Vallejos.

The accounting report showed that the P2 million released to the Dagupan City Fiesta Executive Committee in 2010 through Erfe-Mejia has not been fully liquidated almost three years after the event.

A belated text message of City Accountant Teresita Manaois to the Punch stated that Erfe-Mejia already liquidated the financial assistance he received for the 2010 Dagupan Fiesta Executive Committee last Friday, Sept. 22.

It’s not clear if the liquidation report included on accounting of revenues earned by the event.

The P5 million and P2 million released for the Dagupan City Fiesta Executive Committee in 2011 through Vallejos have also not been liquidated.

The check for the P2 million was received by one Mary Lee Mulawin, while the P5 million check was received by somebody who simply signed with no printed name.

The P1.5 million released to Lim, supposedly for the promotion of bangus industry and tourism in the city, during the Dagupan Bangus Festival 2012 has likewise not been liquidated.

Records show it was Lim himself who received the check for that amount.

Lim, however, already liquidated Dec. 24, 2012 another P3 million released for the same Bangus Festival.

The check for this was received by one Ma. Kathrina Viray.

Meanwhile, liquidation is ongoing for the P3 million financial assistance  given to the Bangus Festival 2013 through Coquia.

The check for the said amount was also received by Mulawin.

Other amounts released that are pending liquidation are the P250,000 check  released for the Dagupan Jaycees Inc. through Jay de la Cruz intended to subsidize various sports fest; the P250,000 check released to JCI Dagupan Bangus which was received by Romualdo Siapno; another P250,000 check for JCI Dagupan Bangus intended to defray expenses for various programs and projects, also received by Siapno; another P2.5 million for JCI Dagupan Bangus for “Stop Dengue” and distribution of Ovi-Larvicidal traps to private and public schools,  barangays and day care centers. The amount was received by John Niel Benedicto.

Also unliquidated are the P500,000 financial assistance given to Dagupan Jaycees Inc. for its expenses in various sports projects, the amount of which was received by one Griselda de la Cruz; P250,000 for JCIP. Dagupan Bangus care of Ernie Llanillo intended for medical mission and mass feeding; and P600,000 to the Junior Chamber Intl (JCI) Dagupan for training, seminar on various sports.

Still to be liquidated are the financial assistance to the Rotary Club of Dagupan East to subsidize the cost of its various community service projects. The amount was received by Nicanor Aquino, former Executive Assistant III in the office of then Mayor Benjamin Lim.

A  ”Rotary Club of Dagupan” also received P15,000 as financial aid to defray the cost of holding trainings and seminars.

The one who received this check also signed without a printed name.

The Rotary Club of Uptown Dagupan 2000 care of Lily Yuchiongtian appeared to have received P250,00 which is yet unliquidated for mass feeding program in Dagupan City.

Yuchiongtian, in a letter to the PUNCH last week, denied that her club received such amount, including a P2 million addressed to Rotary Club of Uptown Dagupan but was actually intended for the Rotary Club of  Downtown Dagupan.

The check covering the amount, which was picked up by Nestor Zabala, became stale and was reverted to surplus and re-appropriated by the Sangguniang Panlungsod for other purposes.

Those   already liquidated are the P3 million received by the Gilon-Gilon Foundation in 2011; P498,00 received by the Dagupan  Fiesta a Executive Committee care of Vallejos; the P250,000 received by the Dagupan  Jaycees, Inc. on Dec. 16, 2010; P150,000 and 300,000 financial assistance received in 2012 and 2011 by the Liwawa Ed Asinan Foundation; P500,000 received by the Rotary Club of Uptown Dagupan  for expenses relative to various projects which was received by Edwin Cancino; P1.5 million received by the Liga ng mga Barangay in 2011  which was related to the Bangus Fest care of Vallejos and an additional  P7 million  received by the Liga ng mga Barangay for the same Bangus Festival intended for socio-economic development programs.
