BSL leaves city without OIC mayor

IS DAGUPAN Mayor Benjamin Lim deliberately preventing Vice Mayor Belen Fernandez from functioning as officer-in-charge mayor while he is away on an overseas trip?

In Lim’s recent personal trip to China from February 26 to March 1, the mayor filed his leave of absence with the Sangguniang Panlungsod only on February 28 and just 20 minutes before its employees called it a day.

A city hall observer said that what the mayor did is still within the purview of the Local Government Code which provides that the chief executive has within three days after his overseas leave to notify the SP.

But a city hall source said as the father of the city, he should set a good example and stop abusing his privilege.

Lim reportedly used the same strategy when the police and the Commission on Elections initiated a unity walk and the signing of pledge of candidates last month, an activity which he failed to attend as he reportedly traveled to Hawaii.

Lim’s son, Councilor Brian Lim, his vice mayoralty teammate, and his wife,Celia, a candidate for congressman in the fourth district, also did not attend the event.

PUNCH’s sources said Brian again accompanied his father in last week’s trip to China as he was also among those who were absent in the SP regular session last February 25.
