Arellano St. residents reject planned gas station location

RESIDENTS of Arellano Street, a thickly populated area in Dagupan, are opposing a plan of a businessman to construct a gasoline station within their community, calling it a health hazard and life-threatening.

Dr. Edwin Aguirre, executive assistant to Mayor Alipio Fernandez Jr. and who lives on Arellano Street, called on the city council led by Vice Mayor Belen Fernandez not to endorse the proposed project in their area.

The project proponent has begun installing its two gasoline tanks preparatory to building the project without an endorsement from the city council.

The endorsement of the city council will be submitted to the Department of Environment and Natural Resources (DENR), which in turn shall issue an Environmental Compliance Certificate (ECC).

Proof of community acceptance is one of the requirements for the ECC.

Aguirre said the gasoline station, being proposed by one Renato Ferrer, is welcome in the city but it should be situated far from a residential area.

Arellano Street is where the Colegio de Dagupan, University of Pangasinan and the Doña Victoria Zarate Elementary School are also located.

The Nepo Mall, Region 1 Medical Center as well as several high-end subdivisions for many affluent families are also on Arellano Street.

Aguirre pointed out that since Arellano Street is a flood-prone area, a gas station’s waste oil could spreadto the whole community in case of flood.

Arnulfo Chuchip, an engineer, said Arellano Street is a narrow street and the presence of a gasoline station in the area will further congest it.

Chuchip said he is not opposed to the presence of a gasoline station because it is an added investment to the city but he asked that it must be located somewhere else to ensure public safety.

Chuchip said bigger cities, like Makati City and Quezon City, no longer permit gasoline stations in populated areas.

Teddy Siapno, also a resident of Arellano Street, said the establishment of a gasoline station on Arellano Street, a residential and commercial district, will discourage future investors. —LM
