City council to probe JLD towing operations

The Dagupan city council is set to probe the illegal collection of fees for towing and clamping services by the San Jacinto-based JLD Motorworks and General Services, during the past city administration.
Councilor and Presiding Pro Tempore Jesus Canto has referred the investigation to the committee on laws and ordinances and judiciary, and the committee on finance, both chaired by Councilor Michael Fernandez.
The investigation, which will be undertaken in aid of legislation, was prompted by the initial results of the investigation carried out by City Legal Officer George Mejia upon instruction of City Administrator Alvin Fernandez.
City hall sources said those who will be summoned to the council investigation includes Public Order and Safety Office chief Robert Erfe-Mejia; Digna Liwanag, manager of the One-Stop-Business Center (OSBC); and Jaime de la Peña, the registered proprietor of JLDMGS and the one who collected and claimed to have remitted the supposed 20 per cent share of the city from the towing and clamping collection.
De la Peña’s name appears on city records as the name of the person who remitted to the OSBC the fees the JLDMGS collected for towing and clamping fees charged every motorist who violated the no parking ordinance of the city.
According to PUNCH sources, De la Peña is merely the chief mechanic of a company named GTL Trucking owned by one George Li, the suspected real owner of JLDMGS.
De la Peña was summoned by the past city council but he refused to appear before the body.
Immediately after that invitation, JLD ceased its operations in Dagupan, which was recently verified to have been in effect without a contract with the city government.
City Legal Officer Mejia, a retired judge of the city court, said the collection of towing/clamping and impoundment fees by the past city administration was illegal since it was not authorized by any ordinance or resolution.
No ordinance was also enacted by the city council that set the 20-80 % sharing between the city government and JLDMGS on the total collection.—LM

Dagupan City’s One-Stop Business Center recently forwarded to the City Legal Office the list of transactions generated by the illegal towing and clamping of vehicles in the city by JLD Motorworks and General Services.
From January 01, 2005 to February 04, 2007, Jaime dela Pena of San Jacinto, the listed proprietor of JLD Motorworks and General Services remitted a total of P366,176 but did not identify the individuals it collected from.
City Legal Officer George Mejia said that those who were illegally apprehended and made to pay the fines may file claims against the JLD Motorworks.
Only the following, however, were listed as having directly paid their fines to the city government, namely:
