SAN CARLOS CITY– First it was P160 million. This time it’s another P44.7 million.

The Pangasinan government under the administration of Governor Amado Espino Jr., which actively pursued unpaid dues from power generation facilities operating in the province, is set to collect an overdue P44.7 million from the San Roque Power Corporation (SRPC) for its real property tax (RPT) payment of its machineries, equipment and other related facilities.

Last month, Team Energy, which operates the Sual coal-fired power plant, settled its P160 million overdue to the province.

SRPC is about a quarter the size of the Sual power plant.

Rafael Baraan, provincial administrator, said based on earlier meetings, the SRPC management has actually long been willing to pay its dues but the delayed passage of a provincial board resolution has been delaying the matter.

“SRPC management had long wanted to pay its dues, but the delay is the passage of the MOA,” Baraan told The PUNCH.

The provincial board finally approved on Monday a resolution approving the memorandum of agreement (MOA) dated Oct. 17, 2007 between the province of Pangasinan, municipality of San Manuel and Barangay San Roque, municipality of San Nicolas and Barangay San Felipe West and SRPC.

The RPT assessments on the machineries, equipment and related facilities form part of the San Roque Multi-purpose project.

Agabas authored the resolution approving the MOA.

Half of the P44.5 million amount to be collected will be allocated to the Special Education Fund for the construction or repair of classrooms and purchase of books, among others.

The balance of about P22 million will be divided between the provincial governments (35%), the two towns where the SRPC is located (40%) the two barangays covering the facilities (25%). #
