Dagupan adopts 3-year peace, safety plan

THE Dagupan Sangguniang Panlungsod passed a resolution on January 12  to adopt and approve the city’s three-year Public Order and Public Safety Plan for 2026 to 2028, following recommendations from the City Peace and Order Council (CPOC), led by Mayor Belen Fernandez.

Sponsored by Councilors Jose Netu Tamayo and Marcelino Fernandez, the resolution endorsed the plan as an official policy and planning document for Dagupan for the next three-years.

This resolution underscores the city government’s recognition that maintaining peace and order, alongside public safety, is essential for fostering economic growth, social stability, disaster resilience, and community well-being. Achieving these goals necessitates long-term, cohesive, and evidence-based strategies.

The adoption of this three-year plan establishes a clear policy direction, promotes continuity of programs across political administrations, and provides a framework for aligning annual budgets, investment strategies, and operational activities with established peace and order priorities.

Furthermore, all relevant city offices, departments, and barangays are directed to align their respective programs and activities with the Plan, integrating its key strategies into their annual work programs and budget proposals, in accordance with applicable budgeting, accounting, and auditing regulations.

The city mayor, in collaboration with the City Peace and Order Council, is encouraged to ensure the effective implementation, coordination, monitoring, and periodic evaluation of the Peace and Order and Public Safety Plan, and to recommend necessary policy or operational adjustments in response to emerging public safety concerns.
