THE Dagupan Sangguniang Panlungsod extended its heartfelt congratulations to Jocelyn “Joy” Siapno, the Manager of the Public Employment Service Office (PESO) and Migrant Desk Officer for the City Government of Dagupan, for being honored as the 2025 Outstanding Migrant Desk Officer of the Year by the Overseas Workers Welfare Administration (OWWA).

The esteemed award was presented to Ms. Siapno by OWWA Regional Director Gerardo Rimorin during a ceremony held in San Fernando City, La Union.

In Resolution No. R-216, authored by Councilors Christel Hilary Paras and Jeslito Seen, the acknowledgment of Siapno underscores Dagupan City’s steadfast dedication to the welfare and protection of Overseas Filipino Workers (OFWs) and their families, while also showcasing her exemplary commitment and compassion in her roles as Migrant Desk Officer and PESO manager.

“Ms. Siapno, alongside the dedicated PESO Dagupan team, has demonstrated outstanding performance in serving the community and supporting OFWs throughout the region” the resolution reads. (Leonardo Micua)
