Villasis municipal librarian named 2025 Outstanding Public Librarian
THE municipal librarian of the town of Villasis was honored as the 2025 Outstanding Public Librarian by the Association of Librarians in the Public Sector, Inc. (ALPS) during its 7th National Convention held on October 8–10, 2025, at Eurotel Hotel, Quezon City.
The award recognizes a public librarian who exemplifies exceptional service, professional excellence, and significant contributions to library development. This year’s recipient, Municipal Librarian Merly Zambrano, has been credited for transforming the Villasis Municipal Library into an inclusive, innovative space that supports learning, digital literacy, and community engagement.
Zambrano, who began serving in 2014, noted the challenges many public librarians face—limited resources, slow career progression, and minimal recognition. Instead of being discouraged, she pursued further studies, maximized training opportunities, and introduced programs such as digital literacy courses, summer learning sessions, arts tutorials, and numerous outreach activities in partnership with local organizations.
She expressed hopes her story encourages fellow librarians to serve with compassion, excellence, and purpose.
The selection process considered leadership, contributions to the profession, community involvement, and adherence to the Librarians’ Code of Ethics.
The Local Government Unit of Villasis led by Mayor Libradita Abrenica commended Zambrano for bringing honor to the municipality and for continually strengthening public library services.
Meanwhile, Zambrano also earned another national distinction as the Most Outstanding Center Manager in the Department of Information and Communications Technology’s (DICT) National Tech4ED Awards. Chosen from 45 regional qualifiers, she was recognized for her exemplary leadership in managing the Villasis Tech4ED Center, a long-time DICT partner in providing ICT-enabled services.
