DHSUD asked housing aid for 2,781 damaged homes in Dagupan

THE Dagupan Sangguniang Panlungsod has sought immediate shelter assistance from the national government for families displaced by the onslaught of Super Typhoon “Uwan” on November 9. A final report from the City Engineer’s Office listed 2,781 damaged houses across 31 barangays as of November 17 — 40 totally destroyed and 2,742 partially damaged.

The list supports Resolution No. R-193-2025, which urgently requests the Department of Human Settlements and Urban Development (DHSUD) to release Emergency Shelter Assistance (ESA) to affected families whose homes were destroyed or rendered unsafe by the typhoon. The most affected barangays include Bonuan Binloc, Mayombo, Calmay, Carael, Salisay, Bolosan, and Lucao—communities known for their dense populations, low-lying terrain, and socio-economic vulnerabilities.

The resolution, authored by Councilor Michael Fernandez, noted that families who lost their houses also lost their sense of security and stability, forcing them into temporary living arrangements. It added that the more than 2,000 partially damaged houses remain unsafe, putting children, senior citizens, PWDs, and low-income residents at continued risk.

The SP stressed that many families lack the means to repair or rebuild their homes, making national assistance crucial to prevent prolonged displacement and homelessness. While the city government has deployed all available local resources, the scale of destruction requires DHSUD augmentation.

All 40 totally damaged houses were in Salapingao. Bonuan Binloc recorded the highest number of partially damaged homes at 485, followed by Bonuan Gueset with 320, Mayombo with 289, Calmay with 191, Pantal with 136, and Lucao with 128. (Leonardo Micua)
