New tricycle rate from P20 to P30 minimum approved in Dagupan
A new tricycle fare matrix in Dagupan City was approved through an ordinance passed on October 27 by the Sangguniang Panlungsod (SP). The measure, moved by Councilor Marvin Fabia—chairperson of the Committee on Transportation and Public Utilities—amends the old fare rate that had been in effect for the past 12 years.
Section 2 of Draft Ordinance No. O-40-2025 sets the rate for regular shared rides of tricycles in non-holding areas at P20 per passenger for every two kilometers, and P10 for every succeeding kilometer. For special hire or single-passenger trips, the fare is set at P30 for every two kilometers and P10 for every succeeding kilometer.
The SP rejected the proposed rate of P50 for every two kilometers and P10 for every succeeding kilometer, which was submitted by members of the Tricycle Operators and Drivers Association (TODA) during a public hearing held at the Dagupan City People’s Astrodome on October 24.
Councilor Fabia explained that the approved tricycle fare rate is designed to remain affordable for commuters—especially students, senior citizens, persons with disabilities, and ordinary workers who rely on tricycles for their daily transportation needs.
However, upon the motion of Councilor Jose Netu Tamayo, the ordinance clarifies that it does not prohibit passengers from voluntarily giving an additional amount to the driver as a token of appreciation for courteous service, safe driving, or other considerations.
A night differential of up to 10 percent additional fare may also be charged between 9:00 p.m. and 5:00 a.m., though this remains optional.
Councilor Michael Fernandez, co-author of the ordinance, stated that the new fare matrix will be posted inside tricycles and in all designated waiting areas for for-hire tricycles to ensure transparency and inform passengers.
He added that complaints regarding overcharging by tricycle drivers should be filed with the Public Order and Safety Office (POSO), which is required to act on such complaints within seven days.
The ordinance further prohibits fare contracting, or the unauthorized practice of charging a lump-sum amount outside the prescribed fare matrix or zonal rates. (Leonardo Micua)
