Transparency rules set for Calasiao SK

THE controversy involving the alleged mismanagement of funds by the Sangguniang Kabataan (SK) chair in Barangay Talibaew, Calasiao has been resolved following a series of discussions between the concerned parties and the SK Federation, and new transparency rules have been set to avoid a repeat of the incident.

The issue was brought to light after a complaint and a social media post claimed that Talibaew SK Chairman Generoso Barongan and his secretary could not account for substantial funds allocated to their projects.

According to Narayana Rsi Das Mesina, the President of the SK Federation in Calasiao, he immediately acted upon receiving the complaint. He called a meeting with the involved SK officials to directly address the allegations.

During the meeting, the SK members expressed concerns about the transparency of fund distribution and the absence of honorariums for the SK members, despite their active participation in local projects, such as the Barangay Basketball League.

While the allegations initially suggested mismanagement, it was later revealed that the issue was primarily due to a misunderstanding.

Barongan explained that the issue arose from internal disagreements and, feeling overwhelmed by the situation, chose to remain silent for some time.

As a result of the discussions, the honorariums for the SK Kagawad (youth councilors) have been paid, and the requested transparency report is expected to follow soon. The matter was also addressed with the assistance of the barangay captain and Mayor Patrick Caramat, who supported the resolution.

The SK Federation is now implementing the SK Public Disclosure Policy Board, which makes SK’s financial records publicly accessible in three designated locations within the barangay. This includes quarterly expenditure reports, itemized monthly expenses, a full one-year budget plan, and a three-year budget outlook. (Ahikam Pasion)
