LTO-Dagupan clears over 17K motorcycle plate backlog
THE Land Transportation Office (LTO) Dagupan District Office made significant progress in addressing the backlog of motorcycle plates, distributing more than 17,000 plates as of September 5, 2025, representing 63.73% of the total 22,631 backlog.
LTO Dagupan District Office Chief Romel Dawaton said the distribution campaign, which was launched in August, is continuing with their office open even on weekends as well as at off-site distribution points such as shopping malls.
The distribution specifically targets motorcycles registered from 2014 to 2017 that still carry the old six- and seven-digit plates.
For motorcycles purchased after 2017, Dawaton advised owners to follow up with their dealers where their plates have been handed over.
The plates are being distributed regardless of whether the motorcycle’s registration is up to date for the current year, ensuring that all registered motorcycles receive their corresponding plates.
The LTO is targeting the full implementation of the “No Plate, No Travel Policy” by October.
Under Joint Administrative Order 2014-01, motorcycle owners who fail to affix the authorized license plate will face a P5,000 fine. Unregistered motorcycles will be subject to a P10,000 fine. (Ahikam Pasion)
