Another minor nabbed with ₱1.26M shabu

POLICE confiscated more than ₱1.26 million worth of suspected shabu in a buy-bust operation in Barangay Tambac, Dagupan City, during the early hours of Monday, September 1.

In coordination with the Philippine Drug Enforcement Agency Region 1, Dagupan City Police Chief PLt. Col. Lawrence Keith Calub said they arrested a 15-year-old suspect classified as a High-Value Individual (HVI) who was in possession of 185 grams of suspected shabu.

The suspect is considered a Child in Conflict with the Law, which covers those below 18 years old.

“For the meantime, the child is under the custody of the DSWD (Department of Social Welfare and Development) while a case study is being conducted,” he said.

Calub noted this was not an isolated incident, citing another 15-year-old who was arrested in August.

“They are turned over to the DSWD, which conducts a study to determine if they acted with discernment. If it is proven that they knew right from wrong, then once they reach 18, they can face the appropriate penalty,” he explained.

The local police chief said drug syndicates are increasingly using minors as couriers or “mules” because they cannot be held criminally liable under the law.

Dagupan City Mayor Belen Fernandez expressed concern over the involvement of minors in the drug trade.

“It is alarming that even the youth are getting involved in illegal drugs. As your mayor, I want to assure you that while we strictly enforce the law, we will also do our best to provide them a chance to change and stay away from vices,” she said.

Authorities assured that due process is being followed and rehabilitation is being considered to help the minor suspect. (Eva Visperas)
